NOTICE OF PUBLIC HEARINGS REQUEST FOR CITIZEN INPUT ON THE CITY OF TYLER Fiscal Year 2026-2027 ANNUAL PLAN FOR COMMUNITY DEVELOPMENT AND PUBLIC NEEDS The City of Tyler anticipates receiving an estimated $723,761 in Community Development Block Grant (CDBG) funds, and approximately $298,486 in HOME Investment Partnership (HOME) grant funds from the United States Department of Housing and Urban Development (HUD) for the upcoming fiscal year beginning October 1, 2026. As required by federal regulations, CDBG funds must be used to meet one of three National Objectives – 1) Eliminate slum and blight; 2) Assist low-income citizens; or 3) Urgent need/disaster relief. HOME grant program funds are available to address affordable housing needs. The City of Tyler’s One-Year Annual Action Plan and the Five-Year Consolidated Plan are comprehensive planning documents that detail how the City will expend its federal funds. In accordance with the Housing and Community Development Act of 1974, as amended, and with 24 CFR, Part 91, and in furtherance of the City of Tyler’s commitment to facilitating the exchange of information between the City and its citizens, the City has established a series of public hearings and opportunities for citizen input and comments regarding the development of the Fiscal Year 2026-2027 Annual Plan. The Consolidated Plan is a 5-year strategic community development and housing plan that will identify community needs and details how the City will expend its federal funds. The 2026-2027 Annual Plan will detail the proposed usage of the CDBG and HOME funds for the next year in accordance with the five-year priorities and strategies. Two public hearings will be held to gather citizen comments on community needs and possible priorities for affordable housing, and it is open for citizens to attend. The hearings will provide information regarding the estimated amount of assistance the City expects to receive (including anticipated program income) for the next fiscal year, the range of activities that are expected to be undertaken, the estimated amount of funds that will be utilized to benefit low-to-moderate income persons, and the City’s policy on minimizing displacement of any person. Citizens are encouraged to attend any of the public hearings to offer input. The hearings will be held on the following dates, times, and locations in Tyler: June 8, 2026, and June 11, 2026, at 5:00 pm at City of Tyler’s Neighborhood Services Department at 900 W. Gentry Parkway. All public hearings are held in facilities that are wheelchair accessible and provide handicapped parking. Interpretive services for deaf citizens can be available with an advance notice of 48 hours.
