ADVERTISEMENT FOR PROPOSALS Raw Water Pump Station Equipment Pre-Purchase Marshall, Texas Notice is hereby given that the City of Marshall is now calling for proposals for pre-purchase of equipment and services related to the Raw Water Pump Station Equipment Pre-Purchase. All proposals must be sealed and clearly marked “SEALED PROPOSAL – “Raw Water Pump Station Equipment Pre-Purchase” and returned to the City of Marshall, 401 S. Alamo Blvd. Marshall, TX 75670, prior to 10:00 A.M., CST, on February 26, 2026 at which time they will be publicly opened and read. The City of Marshall reserves the right to reject any or all proposals received. The Project consists of: 1. Supplying vertical turbine pumping unit with motor, a. Start-Up Services for the vertical turbine pumping unit equipment, b. Operator Training Services for the vertical turbine pumping unit equipment, 2. Supplying VFD system equipment, a. Start-Up Services for the VFD system equipment Proposals shall be on a Lump Sum / Each price basis. A non-mandatory pre-proposal meeting for the project will be held at the City of Marshall, 401 S. Alamo Blvd. Marshall, TX 75670 at 10:00 AM, CST, on February 5, 2026 in the 2nd Floor Conference Room. Prospective Proposers may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 4:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Plans, specifications, proposal forms and other contract documents may be examined at the office of 401 S. Alamo Blvd. Marshall, TX 75670. They may be secured from Halff Associates at the cost of $50.00 dollars. No refunds will be made. They may also be downloaded from Civcast at the following web address: www.civcastusa.com. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bidders must submit a cashier’s check, certified check, or acceptable bidder’s bond with their proposal as a guarantee that the Bidder will enter into a contract for the project with the Owner within fifteen (15) days of Notice of Award of the contract. The security must be payable to City of Marshall in the amount of five (5%) percent of the bid submitted. Contractor must execute the contract, bonds and certificates of insurance on the forms provided in the Contract Documents. Contractors for this Project must pay no less than the prevailing wage rates for the area established by the Owner and included in the contract documents. The City of Marshall reserves the right to adopt the most advantageous interpretation of the bids submitted in the case of ambiguity or lack of clarity in stating proposal prices, to reject any or all bids, and/or waive formalities. Bids may not be withdrawn within ninety (90) days from date on which bids are opened. Bid guaranty shall be furnished in accordance with the Instructions to Bidders.
