PUBLIC NOTICE Gregg County plans to apply for the 2025-2026 Texas Community Development Fund from the Texas Community Development Block Grant (TxCDBG) Program of the Texas Department of Agriculture (TDA) under application number CDV25-0421. Accordingly, the County is seeking to contract with a qualified Engineering Firm (individual/firm) to prepare all preliminary and final design plans and specifications, and to conduct all necessary interim and final inspections. These services are being solicited to assist the County in its application preparation and project implementation of a TxCDBG contract, if awarded, to support eligible activities in Gregg County, Texas. Please submit the original, one copy and an electronic copy downloaded on a flash drive of your statement of qualifications to Attn: Kelli Davis, Gregg County Purchasing Agent, 101 East Methvin, St. 205, Longview, Texas, 75601. RFQ’s must be received by the County no later than 2:00om March 05, 2026 (CST) to be considered. Vendors may also submit their Qualification Statements online using the Gregg County Bonfire portal https://cogreggtx.bonfirehub.com/. Respondents must first be registered with Gregg County through the Bonfire Portal at https://cogreggtx.bonfirehub.com/. Registration is free. RFQ packets are also available at the Gregg County Purchasing Department Qualification Statements shall be received by the Gregg County Purchasing Agent no later than 2:00PM CST, Thursday. March 05, 2026. Gregg County reserves the right to negotiate with any and all individuals or firms that submit proposals, as per the Texas Professional Services Procurement Act and the Uniform Grant and Contract Management Standards. Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises, Veteran Business Enterprises, and Women Business Enterprises are encouraged to submit proposals.
